Orry, Philibert

   Born near Nogent-sur-Seine, Philibert Orry served as comptroller general under King louis XV (1730-45) during the ministry of Cardinal fleury. Later, as director of fortifications, arts, and manufacturers, he played an important role in the redevelopment of finances, aided by some favorable economic developments of the period. Finances were reestablished by economic and administrative reforms, trade and industry were encouraged, and the construction of roads and canals was begun. orry's intransigence, however, gained him many enemies and led to his resignation (1745) when, because of his financial policies, credit was taken away from Mme de pompadour.
